Primary Medical Device Regulation
Permenkes No. 5 of 2026 (current cornerstone regulation)
Minister of Health Regulation on Health Supplies (Perbekalan Kesehatan)
Issued May 2026, this regulation consolidates approximately 40 prior ministerial regulations and subsumes the marketing-authorization framework previously set out in Permenkes 62/2017. It is now the cornerstone regulation for medical device registration in Indonesia. Establishes:
- Requirement for NIE before any device can be distributed
- Risk-based classification system (Class A–D)
- Registration requirements and documentation
- Local authorised representative obligations
- One NIE, one holder rule
- Post-market surveillance obligations
A 1-year transition period applies for holders of existing licences to come into compliance.

Formerly the cornerstone regulation; being phased out following Permenkes 5/2026, though still relevant during the transition period for existing licence holders.

Introduces phased mandatory Halal labeling and certification:
- Class A: October 2026
- Class B: October 2029

Regulation on Medical Device Labeling
Formalises e-labeling provisions for professional-use devices. Confirms physical BI labels remain mandatory for high-risk and home-use devices. Establishes the "safety priority" rule for Bahasa Indonesia content.
